Last time I did research, fertility treatments (including artificial insemination) were not available to unmarried people.
The Human Reproductive Technology Ordinance is Chapter 561 in the laws of Hong Kong - I think the applicable section is Section 15, whose title is
"Prohibitions in connection with embryos, against sex selection and against the provision of reproductive technology procedures to unmarried persons".
The FAQ of the Council on Human Reproductive Technology, it says something similar:

- so I think a single person can provide sperm or eggs to a married couple - but a single woman cannot legally impregnated via artificial insemination.
Adoption is controlled by the Social Welfare Dept - so your friend can go here and read: http://www.swd.gov.hk/en/index/site_...id_adoptionse/
So, your friend would have to go overseas for that.
But, according to this pamphlet, it look like one has to be married (and married for at least 3 years already)

So that too may require going overseas - to find a jurisdiction that allows single people to adopt.
