Read about the YMCA of HK Christian College in Tung Chung in SCMP supplement today. Looked at website and fees seem reasonable

Also have a look at Delia School.

Delia School of Canada: International Education in Hong Kong

It's not as reasonable as YMCA but they may be able to give your kids the English support they need.

I agree with Rani that technically Delia is that kind of school. However with fees close to $100k a year (so $10k a month) PER child, this is obviously not an option with the mentioned budget. Most international schools will be hard to fit into this budget, with 2 children in secondary. I think your (only) option is to look at government (English medium) schools but I have no experience with those, nor do I know where they are.

Talk to the Education Department. They have a programme for non-Chinese speaking children to help them adjust to the local school system... and it's FREE. They can also give you advice on how to find a school for your children.
